What is the FSS Program?
The Family Self-Sufficiency (FSS) Program at Monroe Housing Authority is a voluntary program designed to help Housing Choice Voucher (Section 8) and Project-Based Voucher (PBV) families become financially independent and self-sufficient. Through individualized case management, goal setting, and access to resources like job training, education, and escrow savings to work towards long-term stability. Our goal at MHA is to empower families to reach their full
potential and build a path towards homeownership and financial freedom.

Work one-on-one with a dedicated FSS Coordinator to set goals and stay on track. - Education and Job Training

Access job search assistance, resume building, interview prep, and career coaching. - Escrow Savings Account
As your earned income increases, a portion of your rent increase is deposited into a savings account that you receive upon successful program completion. - Supportive Services
Get referrals for childcare, transportation, credit counseling, and more. - Homeownership Preparation
Learn how to repair credit, save for a down payment, and prepare for first time homeownership.
Who can join the FSS Program?
The FSS Program is open to both Housing Choice Voucher (Section 8) and Project- Based Voucher (PBV) tenants at MHA who are ready to work toward greater independence and long-term goals.
How the program works
- Participants work with a dedicated FSS Coordinator to set personal and financial goals.
- An individual 5-year action plan is created and reviewed regularly.
- As earned income increases, you may qualify for escrow savings-a lump sum payment upon successful graduation.
- Supportive services and community referrals are provided throughout your journey.
- Program extensions are available for qualifying circumstances.
